Elizabeth Blutstein practices in the Firm’s Public Finance Group. She has experience in all areas of public finance transactions, including serving as bond counsel in tax-exempt financings, representation of issuers and borrowers in tax-exempt and taxable financings, representation of investment banks as underwriter counsel in tax-exempt financings, and representation of commercial banks as lenders and issuers of letters of credit or standby bond purchase agreements. Her most extensive and specialized experience is in financings for health care, affordable housing and senior housing. Her recent experience includes:
- Representing borrowers and investment banks in bond financings for hospitals, clinics, multimember and multistate healthcare systems and senior living facilities.
- Serving as bond counsel for statewide issuers such as the Wisconsin Health and Educational Facilities Authority(“WHEFA”) and the Wisconsin Housing and Economic Development Authority (“WHEDA”) as well as local housing authorities and redevelopment authorities on tax-exempt financings for affordable housing, senior living facilities and health care facilities.
- Representing developers in the financing of low to moderate income multifamily housing projects.
- Representing 501(c)(3) entities, such as higher educational institutions, nursing homes, museums and other cultural facilities, in connection with tax-exempt financings as well as continuing compliance with tax-exempt finance requirements, document covenant compliance and reporting requirements.
