Biography

Laura Turner represents a variety of healthcare clients and boards with a wide range of legal issues. Her experience includes:

Health Law

  • Drafting, processing, and managing proposed administrative rules through the rulemaking process
  • Ensuring federal and state law, rules, and regulations are compliant
  • Conducting legal research, including the analysis of legal issues, and preparation of memoranda
  • Licensure processing
  • Reviewing and advising on proposed legislation, development of legislative proposals, and drafting of proposed statutory language

Real Estate and Transportation Law

  • Drafting, reviewing, and managing of contracts, agreements, grants, settlements, and memorandums of understanding (MOUs)
  • Letting, bidding, and contracting issues
  • Real estate issues, including reviewing documents and providing advice on disposition of surplus property and permitting
  • Drafting of policies, procedures, manuals, and committee charters
  • Civil litigation filings against foreclosure consultants
  • Evaluating consumer complaints against real estate professionals and appraisers regarding mortgage and real estate fraud
  • Conducting settlement conferences and negotiations on both administrative and civil cases
  • Preparing pleadings in civil and administrative proceedings

Litigation

  • Handling all phases of litigation for 42 U.S.C § 1983 suits, constitutional challenges to state statutes, employment discrimination, and judicial reviews
  • Providing guidance to state agencies regarding suits and legal challenges
  • Providing recommendations on class action suits

Prior to joining Quarles & Brady, Laura spent her career heavily involved in departments for the state of Indiana. These positions included Director of the Indiana Medical Board and Indiana Board of Pharmacy for the Indiana Professional Licensing Agency, Deputy General Counsel for the Indiana Criminal Justice Institute, Agency Attorney for the Indiana Department of Transportation (INDOT), and Deputy Attorney General for the Indiana Office of the Attorney General. She also spent time as an adjunct professor at Harrison College where she taught a wide range of courses including Constitutional Law, Criminal Law, State and Local Government, Tort Law, Interviewing and Investigations, and Paralegal Capstone.
