Coughlan said that until President Donald Trump signed the Tax Cuts and Jobs Act, P.L. 115-97, on Dec. 22, the state and local tax deduction had survived all previous attempts to eliminate or weaken it. In the 1986 tax overhaul signed by President Ronald Reagan, Senate Minority Leader Chuck Schumer, D-New York, played an active role when it came to SALT then, Coughlan said.

“He made sure, by and large, to preserve it,” said Coughlan, who spoke about the effect of the federal law on state taxes with two practitioners, David Brunori of Quarles & Brady LLP, who is also a professor at George Washington University, and Jamie Yesnowitz of Grant Thornton LLP.
