David Brunori, a tax lawyer, government tax policy consultant and professor at George Washington University in Washington, D.C., said that while some of Kentucky’s tax changes aren't prudent policy, legislators on balance did the right thing by trimming personal and corporate income taxes because that tends to foster economic growth.

“In the long run, if you look, the fastest-growing states are the states without income taxes,” Brunori said.
