Eric Van Schyndle, a lawyer for a second losing bidder, said MV's bid on administration would lead it to eat millions of dollars in administrative costs or rely on the firm's executives in Dallas for most administrative functions.
He said MV's administrative price was likely a mistake they would try to correct later by demanding more money.
"At that point, there's a gun to Milwaukee County's head," said Van Schyndle. He represents Milwaukee Transport Systems, the nonprofit created to operate the transit system nearly 40 years ago.
