Laura Turner advises health care organizations on a wide range of health law, real estate and transportation law. Her experience includes:
Health Law
- Ensuring compliance with federal and state laws, rules and regulations.
- Representing pharmacies in drafting and submission of notices and applications to boards of pharmacy and other governmental entities.
Real Estate and Transportation Law
- Addressing letting, bidding and contracting issues, as well as drafting policies, procedures, manuals and committee charters.
- Litigation: Providing recommendations on class action suits and Section 1983 claims.
Before joining Quarles, Laura worked in a variety of roles for the State of Indiana, including as director of the Indiana Medical Board and Indiana Board of Pharmacy, deputy general counsel for the Indiana Criminal Justice Institute, agency attorney for the Indiana Department of Transportation and deputy attorney general for the Indiana Office of the Attorney General.

- Drafts, processes and manages proposed administrative rules through the rulemaking process.
- Reviews and advises on proposed legislation, development of legislative proposals and drafting of proposed statutory language.
Real Estate and Transportation Law
- Drafts, reviews and manages contracts, agreements, grants, settlements and memorandums of understanding.
- Manages real estate issues, including reviewing documents and providing advice on disposition of surplus property and permitting.
Litigation
- Handles all phases of litigation for 42 U.S.C § 1983 suits, constitutional challenges to state statutes, employment discrimination and judicial review lawsuits.
