Ryan Torres advises healthcare clients on a variety of regulatory matters, including Medicare, Medicaid, managed care matters, including federal and state statutory and regulatory compliance and litigation surrounding fraud, waste, and abuse; enrollment denials/terminations; audits; overpayment determinations; reimbursement; agency sanctions; HIPAA; Anti-Kickback; Stark; government and internal billing investigations; and responding to record requests and subpoenas. He has extensive experience in prosecuting and defending administrative cases and provider appeals. Ryan advises a variety of health care industry clients, including hospitals, hospital networks, pharmacies, nursing facilities, assisted living facilities, physicians and physician group practices, community mental health centers, federally qualified health centers, insurers, PBMs, and more. In his healthcare litigation practice, Ryan also defends clients facing claims of negligence or malpractice around the state.
Prior to joining the firm, Ryan served as the Deputy General Counsel for the Indiana Family and Social Services Administration (FSSA), where he acted as the lead counsel and litigator for the Indiana Medicaid program. He advised the Office of Medicaid Policy and Planning on agency action; reimbursement authority; program integrity issues; including enrollment and fraud, waste, and abuse concerns; and guidance on oversight of the state’s managed care entities. He also advised the state on its Voluntary Self-Disclosure Protocol and the creation of Indiana’s Credible Allegation of Fraud committee and process. During his service, Ryan served as the primary liaison and counsel between FSSA and Indiana’s Medicaid Fraud Control Unit on investigations.
Ryan also represented the FSSA in negotiations with various providers, provider associations, legislative representatives, and other stakeholders in reimbursement matters/disputes.
