Quarles & Brady Partner Co-authors Cyber Security Chapter in 2016 Edition of Thomson Reuters Health Law Handbook

News Release

MILWAUKEE, Wis. — The national law firm of Quarles & Brady LLP today announced that Quarles & Brady Partner Jennifer L. Rathburn, along with Joseph S. Abrenio, Vice President of Commercial Sales with Delta Risk; and Christopher B. Evans, Vice President of Solutions with Delta Risk, co-authored "Cyber Health Crisis: How to Manage the Risk," a chapter in the Health Law Handbook (2016 Edition), published by Thomson Reuters and edited by Alice G. Gosfield.

The 28th edition of the book covers four themes: payment, fraud and abuse, data issues, and operational issues, set in the context of a quickly changing health care system. The nearly 100-page chapter co-authored by Rathburn, Abrenio, and Evans includes insight on:

  • Health care industry threat actors
  • Building an effective cyber security program
  • Applicable laws, frameworks, and guidance
  • Conducting a risk analysis
  • How to handle a data security event
  • Best practices
  • Potential penalties and regulatory enforcement

Contributors to the chapter also include several Quarles & Brady associates, including Jennifer J. Hennessy, Rachel H. Bryers, Elizabeth R. Gebarski, and Sam Magnuson.

Rathburn, who is also a member of the firm's Health Law Practice Group, is co-chair of the firm's Data Privacy & Security Team. She helps clients comply with the myriad of health care and data privacy and security laws to develop practical, compliant solutions. She advises clients with handling security breach investigations and assists clients through the security breach notification process. She also counsels clients with issues regarding HIPAA and state law compliance, mobile devices, electronic health records (EHRs), patient portals, the Internet of Things, big data, privacy/security by design, data monetization, data ownership, de-identification, and related patient, customer, and employee rights issues. She is also a co-founder of the Midwest Cyber Security Alliance.

"I am very honored to be asked to contribute to such a respected and relied-upon publication," said Rathburn. "Cyber security issues touch every industry, and it's extremely important for the health care field to have information like this at its fingertips when preparing for and responding to cyber attacks."
