Experienced perspective on insurance regulation and administrative law

Bill Toman steers clients through the issues associated with insurance regulation and administrative law. In particular, he has extensive experience representing clients before the Wisconsin Office of the Commissioner of Insurance and insurance regulators nationwide. His work includes:

  • Insurance company formation, capitalization and licensing
  • Insurance company acquisitions and mergers
  • Liquidation, rehabilitation and guaranty fund operations
  • Holding company regulations, including Form B, C, D and dividend filings
  • The full range of reinsurance transactions and regulatory relations

Experience in Action

  • Manages a variety of reinsurance transactions, including drafting issues, qualifying reinsurance, arbitration, and letters of credit and other security.
  • Guides clients on regulatory relations, including audits and examinations, rate and form filings, administrative lobbying and enforcement actions.
  • Handles special issues facing managed care organizations and other health care plans, such as product filing and approval, reform initiatives, business plan filings, provider contracts, coverage mandates, ERISA and COBRA.

Successes

  • Assisted one of Wisconsin’s leading medical malpractice writers and two of its newest HMOs with formation, capitalization and licensing.
  • Led the creation of an alliance of four associations for the purposes of acquiring a life insurer, as well as dozens of Form A filings and Form E investigations.
