Michael French works with a variety of healthcare clients, including pharmacies, non-profit and for-profit hospitals, post-acute care facilities, and complex healthcare systems. Michael advises his clients on regulatory, legal, and operational issues relating to acquisitions, hospital provider-based department conversions, the Health Insurance Portability and Accountability Act (HIPAA) and the Health Information Technology for Economic and Clinical Health Act (HITECH) compliance, the 340B Drug Program and other pharmacy regulatory compliance issues, Medicare billing and reimbursement, provider enrollment, and other general regulatory compliance. He performs legal analysis on fraud and abuse issues, such as the Anti-Kickback Statute, the Stark Law, and the False Claims Act. He also assists clients in obtaining pharmacy licensure and meeting operational requirements for licensure.
Michael has conducted client-facing on-site 340B and pharmacy operational assessments, assisted clients in preparing for Health Resources and Services Administration (HRSA) 340B audits, provided on-site support during audits, and assisted with drafting Notice of Disagreements to mitigate and overturn associated government findings.
Prior to joining Quarles & Brady, Michael worked as a senior consultant and attorney for Advis, a healthcare management consulting firm. He was also an extern for the American Medical Association’s General Counsel office and a judicial intern for the Honorable Judge Eileen O'Neill Burke.
